I went out to our warehouse to take a look at the ProGrip ME Series Cam Buckle Tie-Down Straps # 317-412080 that you referenced. I tightened the strap all the way down and measured a length of right at 28 inches end to end from each hook. This is the shortest possible adjustment on the strap.

The overall width (outside of the rail to the outside of the rail) is 50", the overall length (outside of rails) is 34", and the overall height (from the bottom of the shank piece to the top of the rail) is 9". I was able to go out to our warehouse to measure the 3 trailer hitches available that are confirmed to fit your 2018 Jeep JL Wrangler Unlimited. On each of them, I measured from the front mounting plate where it will attach to the back of your Jeep's frame, to the outer edge of the hitch receiver. You can take these measurements out from the back of your Jeep's frame where the hitch will attach to see exactly how far out each hitch receiver will sit in relation to the rear bumper.
